Open Educational Resources (OER) are learning, teaching, and research materials available for free use, reuse, adaptation, and distribution, either because they are in the public domain or released under an open license. While many OER are available, they often lack inclusive design, making them difficult for disabled students to use.
To address this, the Ministry of Higher Education (MoHE) in Malaysia established the National Inclusive Open Educational Resources (iOER) Policy in 2021. This policy ensures that OER are inclusive and accessible to all learners, including those with disabilities. It aligns with the 2019 UNESCO Recommendation on OER, promoting the creation and distribution of inclusive, high-quality OER for all, regardless of age, gender, physical ability, socioeconomic status, or vulnerability. The initiative also leverages the expertise of USIM to benefit learners worldwide.
